Extract frame and loader identifier tracking from InspectorPageAgent into a standalone IdentifierRegistry abstraction. This decouples PageNetworkAgent, PageRuntimeAgent, and InspectorStyleSheet from direct InspectorPageAgent dependency, enabling alternative identifier strategies for Site Isolation. Part of the Site Isolation Network domain support: rdar://143782685
