Add CSS scrollbar-color property support for WPE and GTK ports. This implements the CSS scrollbar-color property (CSS Scrollbars Styling Module Level 1) which allows web authors to customize the colors of scrollbar thumbs and tracks. https://www.w3.org/TR/css-scrollbars-1/#scrollbar-color
