REPRODUCTION:
I was able to reproduce this on macOS 26.2 Debug with the following:

run-webkit-tests --no-build --no-retry --no-show-results --exit-after-n-failures=1 --expect-pass --iterations=299 --force -f --debug imported/w3c/web-platform-tests/css/cssom-view/interrupt-hidden-smooth-scroll.html

Note: I was also able to reproduce the failure on release while it is NOT failing on release bots. 

I am going to mark expectations as pass fail while this pends investigation.
