Reproduced on macOS 26.2 release ToT with the following:

run-webkit-tests --force --no-retry --release --iterations 100 imported/w3c/web-platform-tests/html/semantics/scripting-1/the-script-element/module/modulepreload-referrerpolicy.html

I am going to mark expectations as pass fail while this pends investigation.
