WebBackForwardCache is currently unused when Site Isolation is enabled. So to make memory benchmarks of SI off vs. on make sense, we need to have both configs run with the B/F cache disabled. To do this, make UsesBackForwardCache defaults overridable. The existing WebKitUsesPageCachePreferenceKey doesn't work since it only affects WebKitLegacy rather than WebKit2.
