REPRODUCTION:
I was able to reproduce this failure on an macOS Tahoe ToT with the following:

rwt --force --no-retry --release --iterations 100 editing/execCommand/insert-line-break-no-scroll.html

I am going to mark expectations as fail while this pends investigation.
