Introduced in https://commits.webkit.org/306777@main and broke the Windows build. Needs to be exported so we can get it across the DLL boundary.

Thanks Ian -- I already had a PR up https://github.com/WebKit/WebKit/pull/57873 but waited for the Win EWS to confirm it fixes the build. Yesterday when I was testing the PR, the win EWS failed every build so I couldn't test properly prior to landing. Sorry for the inconveniences.
