[ews] Add support for multiple builders for the feature of rebuilding for retries on builder queue For example currently in steps.py we have MACOS_SEQUOIA_TRIGGER and MACOS_SEQUOIA_BUILDER_NAME. Instead, we should have lists in which we can mention multiple builders/triggers. This was also requested in https://github.com/WebKit/WebKit/pull/55031#discussion_r2710249751
