[ews] Update safe-merge-queue to look for jsc-debug-arm64 instead of jsc-arm64 This is needed after 305715@main Currently safe-merge-queue is forever waiting because it is looking for now non-existing jsc-arm64. e.g.: https://ews-build.webkit.org/#/builders/40/builds/81707#bb-step-16
