compositing/visibility/frameset-visibility-hidden.html is a flakey image failure only on Tahoe MacOS arm.

STEPS TO REPRODUCE:
I was able to reproduce this failure at macOS Tahoe ToT running the test as follows: 

run-webkit-tests --release --no-retry --force --iterations 2000 compositing/visibility/frameset-visibility-hidden.html

I will attach images to this.
