Allow constructing a Ref / RefPtr from a WeakRef / WeakPtr, without requiring calling `.get()`. Also allow silencing converting a WeakPtr<T> to a T* for consistency with other smart pointer types. Also simplify code in Source/WebKit/ as a result. If this is approved, I'll simplify the rest of the codebase.
