Serialization of the `outline` shorthand should match the spec "<'outline-width'> || <'outline-style'> || <'outline-color'>" (https://drafts.csswg.org/css-ui-4/#outline). Currently we do "<'outline-color'> || <'outline-style'> || <'outline-width'>". This causes us to fail imported/w3c/web-platform-tests/css/css-ui/parsing/canonical-order-outline-sub-properties-001.html.
