In order to test changes made to a timeline or its associated animations has the expected result, we should add testing functions to get at a timeline's remote representation.

Reopened Bugzilla. NEW TEST(303993@main): webanimations/threaded-animations/remote-progress-based-timeline-creation-update-and-deletion.html is failing, tracking revert in https://bugs.webkit.org/show_bug.cgi?id=303652.
