Switch back ThreadedCompositor to use a RunLoop::Timer instead of relying on cross-thread RunLoopObserver scheduling, leading to random hangs -- we are still investigating, therefore only roll out the problematic parts, leading to the hangs, but not the general improvments for ActivityObserver & co.
