[ews] Stop reporting Safe-Merge-Queue builds to ews django app. They don't generate any status-bubble on github. ews-app doesn't need that information. It also creates confusing and unnecessary error logs, example misleading errors referring to: WebKit/WebKit-security, See: rdar://161847524
