After 300617@main, many imported/w3c/web-platform-tests/upgrade-insecure-requests/gen became flakey on WebKitLegacy. Disable those tests for now.

I don't think these tests are particularly valuable on WebKitLegacy anyways. Disabling them all for now.

Worth calling out also that these tests are going form consistently failing to flakily failing, in some ways, this is actually a progression.
