rdar://162529860 This switches us to using the OpenSource implementation for iOS; we will leave the build-time enablement for other platforms (regardless of whether or not they have MTE enabled in hardware -- the switch will be done at runtime) to be changed later. Previous attempt: https://bugs.webkit.org/show_bug.cgi?id=300529
