[ews] Improve error message when passwords.json is missing. passwords.json might be missing in various genuine cases, e.g.: local setup, on ews bots (e.g.: in Services EWS queues). This cause a lot of noise while running unit-tests/buildbot checkconfig. Made those messages more readable.
