Summary Port WebExtensionContext Background and Inspector functions to C++

This ports some general Background and Inspector functions to C++. These functions don't usually interact with the actual background WebViews or Inspectors themselves, instead providing some general functions that interact with the functions that do use the platform-specific webviews. Having these ported now will make it easier to provide WebExtensionContext support on other platforms, such as WebKitGTK
