This is an implementation bug for this spec PR: https://github.com/whatwg/html/pull/11006 It describes the "interest invokers" API, which is primarily controlled with a new global attribute, `interestfor`. There are also related concepts landed in the CSS spec, e.g. here: https://drafts.csswg.org/css-ui-4/#interest
