I was able to reproduce this text failure locally on my device running macOS Sequoia Release ToT running the following command:

run-webkit-tests imported/w3c/web-platform-tests/webrtc/RTCRtpSender-replaceTrack.https.html --iterations=50 -f --no-retry-failures
