There is no reason to have this disabled for GTK or WPE. I tested and it works fine once enabled. Tested both with manual tests like https://www.w3schools.com/cssref/tryit.php?filename=trycss_overscroll-behavior as well as with WPT. * Results for WPT css/css-overscroll-behavior before enabling: web-platform-test ~~~~~~~~~~~~~~~~~ Ran 67 checks (60 subtests, 7 tests) Expected results: 21 Unexpected results: 46 test: 1 (1 timeout) subtest: 45 (45 fail) * Results for WPT css/css-overscroll-behavior after enabling: web-platform-test ~~~~~~~~~~~~~~~~~ Ran 67 checks (60 subtests, 7 tests) Expected results: 65 Unexpected results: 2 test: 1 (1 timeout) subtest: 1 (1 fail) With layout tests I couldn't due to bug 263473
