Remove web-platform-tests/{%CERTS_DIR%,custom-state-pseudo-class,priority-hints} directories WPT has never had `%CERTS_DIR%` directory. The upstream WPT removed `priority-hints` directory in <https://github.com/web-platform-tests/wpt/commit/772444893eb75ee77392139a087cb24eec7c3c48>. The upstream WPT removed `custom-state-pseudo-class` directory in <https://github.com/web-platform-tests/wpt/commit/9b7754b0e2d92e6a303376c24e8c6b20800de902>.
