The old setup.py, with setuptools, supports a setup_requires keyword argument which causes setuptools to install the listed requirements prior to running setup. Inevitably, setuptools doesn't know about our AutoInstaller — it installs things in its own way, with no regard for what we would like it to be doing. c.f. https://pip.pypa.io/en/stable/reference/build-system/#controlling-setup-requires
