This test is a flaky failure on wk2 (near constant on wk2 Debug).

REPRODUCIBILITY:

I was able to reproduce this failure on MacOS Sequoia 15.3.1 (24D70 / arm64) at ToT with the following command:

run-webkit-tests imported/w3c/web-platform-tests/navigation-api/navigate-event/intercept-handler-throws.html --debug --iterations 20

REGRESSION:

The regression appears to be in the range:  285947@main - 285951@main.

According to the results dashboard and contextual information, the probable regression point is 285951@main. The code paths changed in this commit appear to be directly related to the observed regression test failures.
