We're the only browser to fail the WPT test `css/css-transitions/after-change-style-inherited.html` per https://wpt.fyi/results/css/css-transitions/after-change-style-inherited.html?label=experimental&label=master&aligned. I think this may be the root cause for bug 46041.

This new test is being added in bug 289328 with its failing baseline.
