https://bugs.webkit.org/show_bug.cgi?id=283314 sets HDR-capable CALayers down to SDR, when they should only be reduced to constrained HDR.

Correction: Non-video elements should tone all the way down to standard, which matches that Preview. I'll update the PR to refactor this small part of the code, and make it easier to tweak later on if needed.
