https://github.com/whatwg/html/pull/7617 is changing the default agent cluster keying from site-keyed to origin-keyed. The Origin-Agent-Cluster header can be used to opt out of this, back to site-keying. That is https://bugs.webkit.org/show_bug.cgi?id=216618.
