Errors appear on non-Apple bots too, so it doesn't seem to be an issue with particular hardware or network environments: https://ews-build.webkit.org/#/builders/41/builds/47530

Some Apple contributors are also reporting that `git-webkit pr` and even a `git pull` are running slowly on their local machines.

Lauro mentioned on Slack that this appears to be affecting HTTPS fetches, while SSH ones are fine. That matches what we're seeing, so we've reached out to GitHub for support.

GitHub has done work to ease the contention that was causing the timeouts, and though things haven’t fully recovered, response times for git operations has greatly improved. We haven’t received an “all clear” from them yet, but merge queues are working again.
