As described in https://bugs.webkit.org/show_bug.cgi?id=283803, the change listener for the push and notifications PermissionStatus object does not fire when the permission state changes.

This currently blocked on a system-level feature request for the UserNotifications framework for that framework to actually tell us that the permission status changed.
