rdar://141551983 This option is helpful for debug, but since it's meant for 'temporary' features we can't build in proper option-flags for each thing people are using it for. To enable runtime toggles in these, we should add a new option which is evaluated at the same time and allows us to pass in whatever sideband info we want.
