Our currently support for attachement ranges (https://drafts.csswg.org/scroll-animations-1/#named-range-animation-declaration) for scroll-driven animations has some pretty fundamental issues that we need to work out before looking at case-by-case failures throughout the WPT tests.

Add attachment proposed patch, testcase, etc.
