REPRODUCIBILITY: 
I was able to bisect the regression using command 
run-webkit-tests 285592@main http/tests/site-isolation/load-event.html --iterations=10

DESCRIPTION: 
This started to fail after 285592@main. Granted test results are sparse during that time since testers were being updated.
