Clicking on an EWS link on the GitHub PR link should open on a new tab as it is navigating you to a different website, instead of taking over the current GitHub tab you are on.

I'm not sure if I agree. Why is it relevant that it's a different website? It's easy to manually force opening ion a new tab when desired, but not possible to force opening in the same tab, so in general I'd question the behavior that limits the options of the user without a specific need.
