REPRODUCIBILITY:
Currently setting up a machine to try and reproduce this issue. Will update bug on status.

It seems like Sequoia had an issue with this test prior to the release of Sequoia 15.4. From that point on, internal Apple bots show the tests passing reliably on Sequoia Release but failing reliably on Sequoia Debug.
