REPRODUCIBILITY:
I was able to reproduce on ToT using command 
run-webkit-tests http/wpt/prefetch/link-prefetch-cross-origin-vary-cookie.html --release --iterations=10 --force

This test has been failing since Sequoia bring up.

This test is passing locally for me and on the bots (https://results.webkit.org/?suite=layout-tests&test=http%2Fwpt%2Fprefetch%2Flink-prefetch-cross-origin-vary-cookie.html). Interestingly, I don't see the point at which it was constantly failing. Regardless, I'm removing the failure expectation now since it's passing.
