Summary [WPE] Cog fails to build without gtk4 and libportal

Cog fails to build under those two conditions. Platform 'gtk4' is added unconditionally as a Cog backend. Then, compilation fails if 'libportal-dev' is not installed. It could be possible to successfully build Cog passing `-Dlibportal=enable` as a meson argument.
