Devs are reporting that Clients.openWindow sometimes resolves its promise too early, e.g. trying to postMessage to a newly opened window sometimes fails. See https://bugs.webkit.org/show_bug.cgi?id=268797 for more details.

We should also look at navigate which might have the same issue.
