iPhone devices seem to not be debuggable/inspectable via macOS safari develop menu in Safari 17 or possibly macOS Sonoma. The device does not appear in the Safari Develop menu. Device was previously debuggable prior to upgrading to Sonoma. Same physical device + cable is debuggable/inspectable on a different Macbook running different macOS.

Repro details

iPhone Specs:
- iPhone SE
- iOS 17.5.1

debuggable mac specs:
- macOS Ventura 13.2.1
- Safari 16.3

non-debuggable mac specs:
- macOS Sonoma 14.5
- Safari 17.5

This may have something to do with VPN
