Recently, the GCC minimal requirement was upgraded from GCC10.2 to GCC11.4 (See 280033@main). It would be convenient to keep the Debian 11 build bot around, with an upgraded compiler, since there's still a significant user base on Debian 11. The changes required are: - Switch C/CPP compiler to clang (ideally clang-16), since there's no GCC11.4 backport for Debian 11. - Upgrade cmake, since a recent change upgraded cmake minimal version to 3.20 (280217@main). - Build using JHBuild minimal dependencies, since Debian 11 do not provision libsoup3-dev.

Actually the new GCC minimal version is 11.2.0.
