We stopped uploaded archives to build master in 273509@main . So, while downloading archives, when download from s3 fails, there is no point in trying to fallback to download from build master. We should make it a hard failure when download from s3 fails.

For eg: when s3 download failed in https://ews-build.webkit.org/#/builders/42/builds/18523, we shouldn't try to download from build master
