This is a video of the bug reproducing. Occasionally, the cursor icon doesn't change to reflect correct the cursor style when hovering over a page element. This seems to happen after re-loading the page. Clicking outside of Safari and then back-in fixes the issue. My current macOS version is Sonoma 14.3.1. I see the issue reproducing on the following Safari versions: Safari: 17.3.1 (19617.2.4.11.12) Safari (with latest WebKit Build Archives): 17.3.1 (19617.2.4.11.12, 619+) Safari Technology Preview: Release 189 (Safari 17.4, WebKit 19619.1.3.2)

Can you share reproducible test case for this bug? Based on video, I tried to reproduce but I am unable to reproduce this and I will get 'hand' cursor instead of pointer cursor when I hover over the link. I tested it on Safari Technology Preview 191 and Safari 17.4.1 on macOS Sonoma 14.4.1.

The video attached shows how to reproduce the bug. Following the steps in the video reproduces the bug consistently for me. I see that you are using a different version of macOS and Safari. Maybe that's why you aren't reproducing the bug?
