REGRESSION (268639@main): [ macOS wk2 ] http/tests/navigation/keyboard-events-during-provisional-subframe-navigation.html is a flaky timeout

Description:
http/tests/navigation/keyboard-events-during-provisional-subframe-navigation.html

Is a flaky timeout on macOS wk2. The test is also pre-existing failure in EWS.  I could confirm the regression point is 268639@main by running the below command.

This issue can be bisected to  using the command: 
run-webkit-tests --root --release http/tests/navigation/keyboard-events-during-provisional-subframe-navigation.html --iterations=100

268639@main - Failed 3/97
268638@main - passed 100/100
