imported/w3c/web-platform-tests/video-rvfc/request-video-frame-callback-webrtc.https.html is frequently failing on macOS and iOS ToT since 271863@main

This issue can be bisected to 271863@main using the command: 
run-webkit-tests --release --iterations=10 imported/w3c/web-platform-tests/video-rvfc/request-video-frame-callback-webrtc.https.html

271863@main = FAIL 5/10
271862@main = PASS 10/10
