Currently, our timeout for upload-file-to-url is 5 minutes. There are examples of successful uploads taking the full 5 minutes, so we should bump our timeout to 10 minutes.

Note that this indeed helped. For e.g. in https://ews-build.webkit.org/#/builders/14/builds/32106 upload-file-to-s3 took over 6 minutes.
