On Windows, if you click in the track of a scrollbar to jump scroll a page, when the scroll thumb moves to where your cursor is, it will be painted half inactive/half inactive (see screenshot). Open <http://webkit.org/blog> and with the page still scrolled to the top, click in the scroll bar towards the bottom, so the page will jump down. It fixes itself as soon as you move the mouse off and back onto the scroll bar or when you let go of the mouse button. This happens with horizontal as well as vertical scroll bars.
