SerialFunctionDispatcher already implements assertIsCurrent() in debug mode. RunLoop, a SerialFunctionDispatcher already implement isCurrent(). We should expand isCurrent() to be available on all SerialFunctionDispatcher, the change is trivial considering all versions already implement assertIsCurrent() which contains all the required logic to do so. This will also be required for the new C++ Promise's directFunctionDispatch mode (bug pending)
