Steps to Reproduce: 1. Open the Following Link having the modal example : https://www.w3.org/WAI/ARIA/apg/patterns/dialog-modal/examples/dialog/ in Safari browser 2. Enable Voiceover. 3. Click on Add Delivery Address Button present in the link. 4. With arrow keys try to navigate the buttons and text. One can easily navigate to content outside modal( which is not happening in browser). Actual Result Unlike other screen readers, such as JAWS or NVDA, VoiceOver navigation commands can move outside OmniScript modals in Safari browser. Expected Result VoiceOver navigation commands should remain trapped inside modal dialogs for Safari browser. Build Date & Hardware: Date and hardware of the build in which you first encountered the bug. Build 2023-08-31 on Mac OS 13.5 (22G74) in Safari Version 16.6 (18615.3.12.11.2)
