In this HTML PR, we are making some changes to the top layer: https://github.com/whatwg/html/pull/9093 This WPT shows how fullscreen elements should be reordered when requestFullscreen gets called on multiple elements: https://github.com/web-platform-tests/wpt/pull/39828 According to wpt.fyi, safari fails this test: https://wpt.fyi/results/fullscreen/api/fullscreen-reordering.html?label=master&label=experimental&aligned
