Improve support for required changes for build.webkit.org uat/dev instances. Currently we keep various local changes on uat instance (which are different from production instance as well as from a local testing instance). It's better to integrate them properly and commit them to the repository. Similar to https://bugs.webkit.org/show_bug.cgi?id=235355
